(1) An employee shall not, without the prior approval of the Secretariat:—
(a) To participate in the establishment, registration or operation of any bank, consulting service or company,
(b) To carry on any trade or business which is required to be registered in accordance with the prevailing law,
(c) to accept any kind of employment elsewhere.
(2) Notwithstanding anything written in sub-section (1), the employee may do literary, scientific or artistic work in a way that does not conflict with the policy of the Legislature-Parliament or the Government of Nepal.
